partnership with the World Bank around one of the largest media initiatives of the
international climate change negotiations – the Earth Journalism Awards.
The Earth Journalism Awards are designed to inspire, honour and support excellence
in media coverage of climate change issues during this crucial year of internationalnegotiations. Following the launch of the awards at the G8 Environment Ministers
Meeting in Italy with the World Bank and the Italian Ministry for the Environment,
Land and Sea, over 900 professional and citizen journalists from 148 countries
registered for the opportunity to win one of the 15 regional or thematic awards covering the United Nations Climate Change Conference in Copenhagen.
Under the new partnership, four parts of the World Bank – the Sustainable
Development, the World Development Report Team, the Social Development Department
and External Affairs – will all be working with Internews to ensure that the Earth
Journalism Awards meet their potential in highlighting key human and economic

BUCHAREST, Romania -- Romania's government fell Tuesday in a confidence vote in Parliament, with lawmakers saying it has failed to improve the economy after it went into recession following three years of growth. Lawmakers voted 254-176 to oust the centrist minority government of Prime Minister Emil Boc. It was the first time Parliament had dismissed a government since communism ended in 1989. Boc said that his government "has lost a battle and not the war." He said that lawmakers voted against him because of pension reforms, which would reduce lawmakers' and other high-end pensions. lthough the vote ostensibly was aimed at punishing Boc for his economic performance, it comes before Nov. 22 presidential elections, which President Traian Basescu is favored to win for a second term. Basescu is close to Boc, who heads the Democratic Liberal Party. Opposition lawmakers hope to dent his chances. Boc's government can stay in office, with limited powers, pending the appointment of a new prime minister by Basescu. Once appointed, the prime minister has 10 days to form a Cabinet, which needs parliamentary approval. Basescu thanked Boc "for the courage with which he pushed forward reforms" in his nine months in office, adding that the vote was politically motivated ahead of presidential elections. The president said he was meeting parliamentary political parties later Tuesday to discuss the forming of a new government that would "limit the political instability." The opposition Liberal Party filed the motion after the coalition government's position was further weakened when another party - the Social Democrats - quit the government 10 days ago after one of its Cabinet ministers was fired. Calin Popescu Tariceanu, a Liberal Party lawmaker, alleged that the government "managed to destroy the country's economy, it devalued the national currency, increased taxes and still does not have money for salaries and pensions, and investments are blocked." Romania has been hit by the global downturn and it secured a $17.1 billion International Monetary Fund loan, which was needed to help the country balance the books this year so it can keep paying public salaries and pensions. The unemployment rate is about 7 percent, up from 4 percent a year ago. The economy is expected to contract by 8 percent this year, following three years of an annual economic growth of 8 percent. Boc said that ousting his government because of difficult reforms demanded by the IMF "could endanger Romania's agreements" with the IMF. The IMF is due to visit Bucharest for its next review in November. Democratic Liberals warned that ousting the government could lead to instability at a time of recession. "We have to see what will be the implications of a political instability in a year that is pretty difficult. ... We should not neglect the indirect impact of political instability just for the sake of political games," Finance Minister Gheorghe Pogea said. Cezar Preda, deputy chairman of the Democratic Liberals, said the vote was "a simple political feud" against Basescu before the presidential election.

Administration officials have floated a new system that would include radars in multiple nations that could give Washington, NATO, Moscow and other allied nations early notice of an Iranian missile launch. The administration has mentioned plugging together sophisticated radars in southern Russia, Azerbaijan and places such as Ukraine to compose the radar framework. Tauscher, undersecretary of state for arms control and international security, said Oct. 7 the issue will be among many on the table when administration officials meet with Russian officials in Moscow this week. The next day during a breakfast meeting with reporters, Vershbow added Ukraine to the list of possible early warning sites.

“The appeals chamber finds that even if the alleged agreement were proved, it would not limit the jurisdiction of the tribunal,” a panel of five appeals judges of the International Criminal Tribunal for the former Yugoslavia said in a ruling dated Monday. Karadzic claims that US diplomat Richard Holbrooke had convinced him in 1996 to withdraw from public life in exchange for immunity from prosecution. The ICTY, due to try Karadzic for genocide, crimes against humanity and war crimes on October 21, has previously refused to be bound by the alleged immunity deal, whose existence Holbrooke has repeatedly denied. The appeals judges said only a resolution of the UN Security Council, which created the court, could limit its jurisdiction. “There is no UNSC resolution excluding (Karadzic) from the ambit of the tribunal’s jurisdiction,” they said. The alleged violation of Karadzic’s expectation should be weighed against the interest of the public in the prosecution of an individual accused of such “universally condemned” crimes as genocide, said the tribunal. “One of the fundamental aims of international criminal courts and tribunals is to end impunity and ensure that serious violations of international humanitarian law are prosecuted and punished. “Individuals accused of such crimes can have no legitimate expectation of immunity from prosecution.” Karadzic, 64, was arrested in Belgrade last July after 13 years on the run. He faces 11 charges, including for his role in the 44-month siege of Sarajevo that left 10,000 people dead and the July 1995 massacre of around 8,000 Muslim men and boys in Srebrenica. Holbrooke — the architect of the Dayton peace accords that ended the 1990s Bosnian war — is now US President Barack Obama’s special envoy to Pakistan and Afghanistan. (oct. 2009)

IRAQ, CONTINGENCY OPERATING BASE BASRA – In accordance with Article 5 of the security agreement between the U.S. and Iraqi governments, Iraqi security forces now have full ownership of security in their cities, towns and villages. “As of today, U.S. combat forces will turn over the security of cities to Iraqi security forces, and begin a period where our primary security role is one of training, mentoring and advising the ISF,” said Army Maj. Gen. Rick Nash, Multinational Division South commander. “Today’s ISF is capable, ready and dedicated to keeping the people of Iraq safe.” Nash praised the dedication of the Iraqi security forces as well as the proficiency of U.S. and coalition forces, and attributed the successful implementation of the security agreement to their actions. “Iraq’s successes and significantly improved security are a testament of the ISF’s progress and its dedication to Iraq’s sovereignty,” Nash said. “The Iraqis have made strides in their ability to protect their citizens, and our brave soldiers, sailors, airmen and Marines are doing a great job in helping them build both their security forces and their civil capacity.” Though U.S. and coalition forces no longer will inhabit Iraqi cities, they will continue to support the Iraqi security forces within the parameters of the security agreement, Nash said. “Leaving the cities does not mean that we are backing off,” he said. “Instead, it indicates our confidence in the Iraqis to safeguard their own citizens. Likewise, the security agreement is a tangible, positive sign of a mature relationship between two sovereign nations.” In accordance with agreement, U.S. forces will withdraw from all Iraqi territory by Dec. 31, 2011. Today will be remembered as a significant step toward the realization of that objective, Nash noted.“So, on this important day of transition in Iraq, our two nations move forward together as friends, with the shared goal of the safety and security of the Iraqi people,” he said. “I am very encouraged about the future success of Iraq.”

LEGENDARY miners' leader Mick McGahey had a secret weapon against MI5 spies who tapped his phone ... his strong Scots accent. Tory ministers set the spooks on McGahey because they thought he was a dangerous subversive. But the posh English agents told to monitor his phone calls often struggled to make out what he was saying because of his strong Lanarkshire brogue. And their task got eventougher after McGahey had enjoyed a few drinks. MI5's struggles with McGahey are revealed in a new book about the secret service, The Defence of the Realm, written to mark its centenary. One agent who worked on the phone tap complained that McGahey had "more or less invented heavy drinking". And another reported to his bosses during the 1984 miners' strike that McGahey was "ill in bed from alcohol poisoning". The book, written by historian Christopher Andrew, says MI5 used taxpayers' money to spy on McGahey for 15 years. McGahey's son Mick jnr said his dad knew full well that he was being watched - and would often fool the spooks by giving them the wrong locations for protests. Mick jnr, who is also a union official, added: "That is why you would get 800 policemen turning up at Cockenzie power station and 1000 pickets at some other power station." Another time, during the 1972 miners' strike, the McGaheys spotted two suspicious men in a car directly across from their house.

SINGAPORE: Interior Minister Rehman Malik has said Pakistan faces a 9/11-like situation everyday as a price for its support to the world community, but what it received in return does not match with Pakistan’s commitment, contribution and role in the war on terror.
He expressed these views while addressing the 78th general conference of the Interpol here. He said: “I am not a diplomat. In my simple words, international cooperation with Pakistan in combating terrorism is not befitting.” The minister highlighted the achievements made by Pakistan in the war on terror, saying his country was committed to eliminating terrorism. He said his country played a leading role in the Afghan war. “But Pakistan was left alone after the goal of the world community [of defeating the Soviets] was achieved,” he added. Malik said strong policing was vital for combating crime before it got out of control. “This is the lesson we learnt from the experience of militancy and terrorism in Pakistan,” he added. With reference to terrorist groups in Pakistan, Malik said the sophisticated weapons used by the Taliban indicated that they had support from other countries. Singapore Prime Minister Lee Hsien Loong told the assembly that “Jihadist terrorism, drug trafficking, human trafficking and cybercrime are all global in scale and transnational in nature.”
